Some deaths are more equal than others

One group of people (local councillors, social workers, medical professionals) are involved in a chain of critical events which leads to the death of a young child at the hands of his mother and her boyfriend.

Another group of people (politicians, members of the military) are involved in another (more complex) chain of critical events which leads to the deaths of countless young children (and their siblings and parents) at the hands of the said people.

Guess which one has the media calling for heads to roll, people to be fired, and provoked a response from the Prime Minister stating he would do ‘everything in his power’ to ensure another innocent child would not be killed?
