I think the reaction was also partially different because terrorism has become a recurring feature in India and isn’t a new phenomenon; also the way the UPA govt reacted was in many ways more calm than the initial reaction in the US (or indeed the way the NDA reacted to the 2001 attack on Parliament) so that played an important role in reducing passions.

In India, Islamophobia is mainstream. So after the attacks many shook their head and said “what else is to be expected!”

In USA people were shocked by 911 and they were told “what else is to be expected? (when such a dire threat is not being dealt with (the way w’d like it to be “dealt with”)?)”

Both of them are pretty deplorable.
