I think the word “Believer” should be emphasized and not assumed to be a Qur’anic synonym for Muslim.
I think this means Muslims have an ethical obligation not to harm Godly people. This plurality is one of the unique strengths of Islam. Too bad it was overlooked.

The other issue is while there may be the intention of a single ummah and especially during the hajj, even then do we see sectarian problems which even escalate to violence occur.

Yes. ’tis. Still, Muslims have an obligation to promote and maintain peace whenever possible. But no obligation to roll over for empires.
You can list all the victims of savage Muslims over the past century or two on a smallish piece of paper. Think, dear noble friend, what size paper we should need to list all the names of dead at the hands of the civilized and advanced Western nations.
There may not be enough paper. Let’s just write one word and leave it at that.
