Today, the UK Independent reports that Afghan President Hamid Karzai has signed the new Shia Family Law, which women’s groups believe will essentially legalize rape. Specifically, the measure “negates the need for sexual consent between married couples, tacitly approves child marriage and restricts a woman’s right to leave the home.”
“There are moderate views among the Shia, but unfortunately our MPs, the people who draft the laws, rely on extremists.”

Unless you know more about the situation than is reported in these articles, I don’t know why you are throwing around terms like scapegoat. From the articles it appears that this is something Karzai is doing at the request of and in order to try to please the elected representatives of the Shi’a in Afghanistan.

There needs to be a constiuency in front of which the scapegoat will be punished. Who do you think this is in Afghanistan (not the US), Aziz?
I am quite certain the ‘requirement’ for a wife to be ‘obedient’ to her husband’s sexual demands can be found in Sunni fiqh books too.
